Finance Office

The Finance Office overseas the receipt of revenues and expenditure of appropriations as outlined in the municipal budget, which it assembles under the direction of the governing body. The office is also responsible for ensuring that municipal purchases comply with the budget, the township’s purchasing rules and state law. Maintaining books of original entry (cash receipts, cash disbursements, payroll, and general journal) and general ledger for all municipal funds are among its accounting responsibilities; as is the maintenance of municipal accounts and investments.

The Finance Officer serves as the certifying officer for pension and health benefits and as one of the township's representative to its insurance fund.

The 2007 municipal budget includes a 3.7 percent increase in the municipal tax rate. The tax rate will increase 1.17 cents per hundred dollars of assessed value; each cent raises a total of about $65,000. The owner of an average assessed home of $237,000 will pay $27 more in municipal taxes than in 2006. This year several appropriations outside the state-mandated CAP have been moved inside.

Information on the 2008 budget including an amendment scheduled for public hearing at 8 p.m. at the Township Committee's June 11 meeting. The amended budget will include a tax increase of 3.9 cents per hundred dollars of assessed value due to anticipated decreases in non-tax revenues. The decrease in state funding to offset taxes will account for two-thirds of the tax increase.

After the adoption of the amended budget, the state restored $47,344 of the $192,697 of funding to Mansfield Township to offset property taxes that was cut. The final municipal tax rate increase will be 3.5 cents per $100 of assessed value. For the owner of property assessed at $237,000 the tax increase $82.95.
