The Township of Mansfield Zoning Office reviews applications for permits to construct in certain zones for specific construction types as regulated by township land use code and grants or denies permits as appropriate. Potential violations are investigated by the office. Other responsibilities include providing land use information to the public, as well as reviewing surveys and plot plans submitted by applicants.

Department of Public Works

The Department of Public Works maintains more than 50 miles of road, 70-plus acres of recreation fields and all public buildings. The department also manages a fleet of eight trucks and road and recreational equipment. Snow removal and road salting are among the department's responsibilities in the winter; roadside mowing, tree and brush trimming in the summer.

Tax Collector

The Collector’s duties range from preparing and mailing the tax bills, aiding residents with rebate deduction forms, preparing certified property lists, tax searches and other related and non-related functions. Other duties may include coordinating communications between citizens, representatives of the Governing Body, County and State Government as well as the private sector.

Important Dates

Property tax bills are mailed every summer.
Taxes are due quarterly on Feb. 1st, May 1st, Aug. 1st, & Nov. 1st. 
There is a 10 (ten) day grace period with each quarter.

State Rebate and Reimbursement Programs

The State on New Jersey provides 2 separate programs for Property Tax relief:

• Homestead Benefit – available to many residential taxpayers on their primary residence; given as a credit applied towards property taxes

• Property Tax Reimbursement (Senior Freeze) – available to Senior Citizens and certain Disabled Persons, provides reimbursement between a “base year” and the prior year when taxes increase; given as a reimbursement check from the State.

Disabled Veteran Tax Exemption

Full Property Tax Exemption for veterans disabled due to active duty, or surviving spouses/domestic partners of such veterans.

Senior Citizen, Disabled Person Deduction

Property Tax Deduction of $250 for Senior Citizens or certain Disabled persons, or surviving spouses/domestic partners of those persons; must have income of $10,000 or less with certain exclusions; deductions applied directly bill; both forms below required.

Veteran Deduction Application

Property Tax Deduction of $250 for veterans, or surviving spouses/domestic partners of veterans; must have income of $10,000 or less with certain exclusions; deduction applied directly to bill; certain dates of active duty services required.

Construction

As of February 1, 2011, Construction Enforcement services will be provided to the Township of Mansfield by the Washington Township, Morris County Code Enforcement Office. Permits may still be obtained at the Mansfield municipal building, in the administrative offices on the upper level. Permits may also be obtained at:

When submitting plans for something other than minor work two sets of detailed plans either architect/engineers or the homeowner may draw their own with sufficient knowledge of the codes. Once submitted, the application and plans are reviewed and either approved or denied, based on the information supplied. The Contractor/Owner is then notified by phone whether changes need to be made or the permit is ready for pick up. Once payment is received then the permit is issued.

If you are considering having work done on your home, there are some things you should know before hiring a contractor. First, ask to see his or her contractors license. It should state the type of license (Building, Electrical, Plumbing or Mechanical Contractor), and the company name and address. The expiration date should be valid through the year, and include their permanent ID number.

Zoning Requirements

Township Clerk

The Municipal Clerk is responsible for processing the applications for dog, cat, marriage, limousine and taxi, peddler, bingo/raffle, liquor, vendor, and junk dealer licenses, as well as tenant/landlord registration. The Clerk is also the point of first contact for citizens looking to contact Municipal Officials, register to vote or for other information. The Clerk is also responsible for the collection of fees and the maintenance of records. Certified copies and assessment searches are provided by the clerk, who is also a notary public. The Clerk is also the registrar of Vital Statistics and supervises elections.
